IMHO, the title "non-equilibrium thermodynamics" is a bit misleading, since for most of the contents listed quantities are evaluated at equilibrium (while certainly dynamical in nature). I must agree with you regarding the division between non-equilibrium and equilibrium thermodynamics; some things are indeed misclassified.
